Food stamps don't work online

In 2019, 38M Americans received food stamps. That's more than 10% of the U.S. population. The way that people shop has changed over time, but food stamps have remained the same. Currently, food stamps only work at limited physical stores and online retailers do not accept them. Millions people in America and Puerto Rico use federal assistance as their main source of food income. All_ebt is creating a way for all of them to access digital economies. 

Solution


Democratizing digital economies

All_ebt aims to allow food stamp recipients to expand the use of their benefits to any online retailer. This is a big deal because people on Food Stamps only have limited options of where they can online right now. 

Built on top of a banking grade card issuing platform, All_ebt is an end-to-end technology layer that enables Food Stamp specific check out processes and blocks the purchase of prohibited items such as alcohol & tobacco. All_ebt will also give traditionally low-income consumers advanced banking tools to help them budget and manage their monthly food stamps.

We believe that technology should help solve real day to day human problems. Access to healthy food and basic financial services should be a priority for technology. Through its relationship with Stripe, All_ebt is certified directly with all major card networks as an issuing processor and will bring support for Apple Pay and Google Pay for the first time to millions of people that have been left out of the digital economy in the US and globally.

Upon launch, All_ebt aims to give its users one card that they can use to shop online at any retailer that accepts VISA. In order to sign up, users must have a valid EBT card, mailing address, and pass an ID verification test.

All_ebt plans to charge a monthly subscription fee of $4.99 per month per user. 

All_ebt is also testing out other merchant business models and transaction-based models such as a 2.9% transaction fee plus a flat fee of $.30 every time our service is used. *Note all fees will be paid for by the merchant or out of the customer's cash assistance balance. Not their Food Stamp budget which is limited to food items only.

What we're trying to do is we're trying to help people that have food stamps already and give them the ability to use their food stamps online so that they can make use of mobile technology. I grew up on food stamps. When I was growing up, it was difficult for my parents to put food on the table. What gets me excited about Meeting the Drapers is that they're also passionate about social impact problems and using technology to make this world a better place.

Tim Draper:                  So, let's see our first contestant. Welcome to Meet the Drapers. Give us your pitch.

Eli Calderon Mo...:         Thank you so much. My name is Eli Calderon Morin and I'm the co-founder of All_ebt. All_ebt lets people on food stamps shop online. In America, 22% of the US population live on food stamps, hardworking men and women and people that are just underemployed and struggling to put food on the table. And what's the problem with food stamps? Problem is that they're still using paper. This is a outdated program that doesn't work in this digital economy that we're building here in Silicon Valley. I grew up on food stamps and I saw firsthand how difficult it was. And eventually, I got to work in Silicon Valley and I said, "Hey, why aren't we using technology to solve problems for my community, for real problems that are around me?" That's why I started All_ebt.

                                    So we're using Stripe Issuing platform to issue virtual cards. So it's a Visa card and the users can upload their paper food stamps and their EBT cards to our platform. Then we issue a virtual card, a Visa card on your phone. And then you could take that card and check out at places like Amazon Fresh, Instacart, DoorDash, Postmates, Uber Eats. So just to be clear, these coupons are paper. They don't work online. You got to walk to the store. You got to get all the items. If you live in a food desert or somewhere in rural America, maybe you don't have access to healthy food or things, right? So we think shopping online is a good thing.

Tim Draper:                  You have to program in the restrictions on the card.

Eli Calderon Mo...:         Absolutely.

Tim Draper:                  So what are the restrictions? It has to be used for food or drugs.

Eli Calderon Mo...:         So there's a couple of different food stamp programs. One of them is called EBT food and then another one's called EBT cash. The cash is discretionary. You can use it to buy household items, diapers, things like that, for your children. And then the food has to be food items. With the Stripe API, we can look at the transactions immediately and determine, all right, do we approve it? Do we not approve it?

Tim Draper:                  You're at the mercy of the food stamp program. What if some politician just says, "We're getting rid of the food stamps. We're going to do UBI or we're going to, whatever."

Eli Calderon Mo...:         So food stamps is a big political topic and politicians like to spin it this way or that. We're not focused on all of these other issues. We're focused on what the user wants. And we know that users want to shop online. We know that they have mobile phones and we know it's a wave of e-commerce that's happening. As long as we take this moral high ground and say, "Hey, we're fighting for financial inclusion, access to healthy food, and we're fighting for these things," I think we should be okay in terms of politics and in terms of the regulations.

Bill Draper:                   I don't get the service you're providing.

Kunal Sood:                  So, this card doesn't work online. If you wanted to use this card to check out on Amazon or Instacart, it won't work. So we give them a different card, a virtual card, and the money goes from this card to the virtual card. And then from the virtual card, they check out.

Tim Draper:                  So they give you all their food stamps and you then cash those in some... How do you get money for your food stamps?

Kunal Sood:                  They will send us the food stamps via a messenger bot. We get the food stamps. We validate that they're real, validate that they're a real user. We accept them as a merchant. That money goes into our bank account, Silicon Valley. Silicon Valley goes out to the Stripe account and the Stripe account goes to the card and then has the same restrictions as these food stamps. And then they shop online.

Tim Draper:                  Interesting. How far along are you?

Kunal Sood:                  So, we're early stage company. We got users in all 50 states already.

Tim Draper:                  Oh wait, you have users in all 50 states?

Kunal Sood:                  That's right. Yeah.

Tim Draper:                  Oh, how many users do you have?

Kunal Sood:                  We have about a thousand people signed up right now.

Bill Draper:                   What is your sales volume?

Kunal Sood:                  Say that again?

Bill Draper:                   What's your sales volume?

Kunal Sood:                  Sales volume, we're working on two different models. The two models we're working on is a transaction fee off the cards, a subscription model, probably about $4.99, we're testing out. We're trying to figure out what the users want. And then the third model, where the merchant will actually pay for all the fees.

Bill Draper:                   You haven't answered your question.

Tim Draper:                  What were your sales?

Eli Calderon Mo...:         So month over month, it's basically a thousand people with cards and we're doing 2.9% per transaction. And on a portion of them, we're testing $4.99 a month.

Tim Draper:                  Well, and how big is it now? You've got a thousand customers out there. How much have they spent?

Eli Calderon Mo...:         Month, over month? It's about $4,000 a month. So, we have a couple of-

Eli Calderon Mo...:         No, no, no, company as a whole.

Kunal Sood:                  Mm-hmm (affirmative).

Tim Draper:                  Oh? And that's $4,000 in-

Eli Calderon Mo...:         In revenue-

Tim Draper:                  In use.

Eli Calderon Mo...:         In use.

Tim Draper:                  And so, you get 2% of that.

Tim Draper:                  So, it's a-

Tim Draper:                  Don't worry, it's a start.

Eli Calderon Mo...:         But, long-term like I said, is we think the merchants should be paying for this. The customer shouldn't be paying for this-

Kunal Sood:                  Mm-hmm (affirmative).

Eli Calderon Mo...:         The merchants should have built this already, they haven't built it. Walmart, Safeway, Kroger, Target, they haven't done this. Why haven't they done this? So, we're trying to figure out who to partner with.

Tim Draper:                  Why do you think they haven't done it?

Speaker 2:                    Why do you think they haven't done it?

Tim Draper:                  Yeah. Why not?

Eli Calderon Mo...:         The harsh answer, is maybe they don't care about people with food stamps-

Speaker 2:                    Yeah, that's what it sounds like. Yeah, right.

Eli Calderon Mo...:         Or, maybe they're not incentivized to cut their own bottom line, or maybe they just haven't met us. We're the right connection, we're the kids with the right ideas.

Kunal Sood:                  Mm-hmm (affirmative).

Eli Calderon Mo...:         We grew up on this program. We studied at Berkeley, or UCLA. Maybe, we just weren't around. That's the idea, I'd like to think.

Tim Draper:                  Do you have any ambition to go directly to the government and say, "Who's on food stamps? We're already doing this."

Eli Calderon Mo...:         So, one of the cool things that we did do, we raised a little bit of money. We got a $20,000 grant from the government of Puerto Rico. So, they had this big hurricane. There was-

Tim Draper:                  Right.

Eli Calderon Mo...:         Helping a lot of people and they said, "Great, come to the island." 45% of Puerto Rico is on food stamps. So, we're working with that government to roll it out there and also LA County. So...

Tim Draper:                  That's exciting. Well, great. Well, thank you so much for coming to meet the Drapers.

                                    It was amazing. It was really amazing. I'm almost speechless. I would like to explain more about these programs, because a lot of people have never been on food stamps. A lot of people have never gone to the Department of Social Services, they've never they've gone to the Welfare Office. So, they don't understand how this thing works. But, I think on a high level, they really understood that. Yeah, we won. Always winning. We're always winning.

Tim Draper:                  So, what did we think of all EBT?

Kunal Sood:                  I think they have a lot of heart. Their heart is in the right place. And Tim, 45 years ago, when I launched Novus, you spoke to this exact problem, that Silicon Valley could solve for the digitization of government, make it more efficient, less wasteful. In fact, he has a good story. And if he brands that story right, not only is he saving people on the streets from food, having more efficient way of getting food, but also the planet, because of the paper we waste to give these guys, these food stamps will be solved for. And hopefully like you said, everything will be on Bitcoin. And then, we don't have to worry about inefficiency at all.

Tim Draper:                  I like this for a couple of reasons. I like it, that it's good for food stamps, but I like it that he's modernizing government without even working with a government. And then, eventually he'll be the place they go. If he can spread that all through food stamps, then he can set up maybe for workman's comp, or something. Suddenly he's got a whole-

Speaker 2:                    Didn't he say he working with local government.

Tim Draper:                  He's working with Puerto Rico. Puerto Rico is willing to work with anybody.

Speaker 2:                    Yeah, yeah.

Tim Draper:                  They got wiped out-

Tim Draper:                  Big hurricane came and wiped them out, and they're doing whatever they can to pull-

The food stamp system in America has many different names. Many which are complicated. Some of them are: "SNAP (Supplemental Nutrition Assistance Program), Welfare, EBT (Electronic Benefit Transactions), Food Stamps, WIC (Women Infants and Children), TANF (Temporary Assistance for Needy Families). There are also many different types of people on food stamps. Ranging from young infants, veterans, the handicapped, the elderly, students, the under-employed, and low-income families. Eli our CEO & Co-Founder came up with the name "All_ebt" because he wanted to encompass everyone on food stamps i.e. "All"_ ebt. "EBT" stands for your EBT card. People will often see signs at stores for example that say "EBT accepted here".

Food stamps are stuck in the Stone Ages. It has a huge consumer market (22% of the US) and is completely underserved in terms of technology innovation. In some states, they still use paper coupons like they were stuck in the 1920s. One of the problems with Food Stamps is that they don't work online. So people on food stamps have been left out of the whole digital economy. There's a big stereotype that people who are on food stamps don't use technology, but that's actually not the case. A program run by the Federal Communications Commission (FCC) gives everyone on Food Stamps a free smartphone with free data and minutes. All_ebt uses modern-day banking technology to allow recipients of food stamps to shop online on apps like Instacart and DoorDash.

The real competitors are companies like Costco and Walmart.com. They have the capital and the resources to actually build this technology, but they have just missed the market. We're always keeping track of what they're up too. In terms of companies that look kind of like us, there's actually only one other company in the whole space, and it's a company by the name of JoinPropel, they have a product called FreshEBT, and they actually closed a round of series B financing bringing their total capitalization to over $24 million. We think this type of investment really helps validate the market opportunity here for us and investors. One of the main differentiators between us and them is that they're not focusing on the e-commerce angle like we are.

After working at Silicon Valley companies that were acquired by Google, Amazon, and Alibaba, I realized that technology was solving the day to day problems of every day low-income Americans. Especially people that were on Food Stamps. I grew up on food stamps so this was a personal problem for me and I understood the stereotypes and limitations of living on Food Stamps first hand. It was something that I had to solve. The fact that food stamps just did not work online just baffled me and I had to build All_ebt to solve it.

All_ebt is built on an end-to-end issuing platform that was built to quickly create, distribute, and managing virtual and physical cards. The infrastructure enables you to do things like create virtual cards, create food stamp specific spending restrictions,  or run an entire card stack for a new digital bank.


HOW IT WORKS

  • Implement the Issuing API with just a few lines of code.
  • Use the API or Dashboard to produce virtual and physical cards. Physical cards can feature customizable designs, and ship in a few days. Cards can be used instantly through mobile wallets.
  • Programmatically assign spending controls with webhooks. This lets you implement approved merchant categories, spending controls, per-user bookkeeping, and other restrictions.
  • Automate operational tasks, such as handling disputes, replacing cards, and generating custom reports.


All_ebt is through its banking partners is certified directly with all major card networks as an issuing processor, which ensures reliability and rapid feature releases. It includes support for Apple Pay and Google Pay, allows programmatic dispute handling, and provides real-time authorization hooks. The platform can process billions of dollars of payments annually and integrates with a full suite banking products to seamlessly handle workflows for verifications, balances, and account funding.
